De l'invention et de l'usage de "l'ennemi intérieur". Vraie et fausse contre-révolution au Nord-Vietnam 1945-1967

Abstract : Between 1954 and 1964, the Democratic Republic of Vietnam (DRV) consolidated its political base throughout the territory it now controlled above the 17th Parallel. The political objective of the Vietnamese Workers Party (Dang Lao Dong Viêt Nam) was to implement a communist state and to mobilize people towards this goal. After the Indochina War and the victory of Dien Bien Phu, DRV leaders focused squarely on domestic issues, convinced of the need to uproot anticommunist subversion present in the society of the North inherited after the Geneva Accords. The DRV sought to weed out the "internal enemy". He had to be hunted, discovered, created, represented, and severely punished to clean up a socialist society idealized by power. Based on studies of the local People's Police, from press articles, new archives available or declassified as well as memoirs, this research article proposes to examine the DRV's actions against espionage, real or fictitious, in northern Viet Nam. It will examine the government's "political struggle" in northern Vietnam, including one waged against the forces stigmatized as "reactionary" or "counter-revolutionaries" of the National Party or the Dai Viet Party. This essay will demonstrate how these political actions have shaped sustainable politics in North Vietnam and will analyze how they came about. This, in turn, will help us to better understand how the issue of the "internal enemy" is approached in Vietnam since reunification in 1976.
