Developing participatory welfare state. Can service users produce some essential local knowledge on public services?

Abstract : Finland is a Nordic welfare state where the public sector bears the main responsibility for the provision of social services. The state regulates the basic level of social welfare by law, but it is up to municipalities to decide how they operationalize actual social services in practice. It is thus the municipalities that are responsible for social welfare, as well as for producing the bulk of social services.
