L'information "objective " comme représentation subjective : Une analyse expérimentale des besoins pour un système d'information pour le pastoralisme

Abstract : We describe a methodology to value the information necessary for decision making, with a case study of an information system (IS) for pastoralism in the Sahel (SIPSA). In this experimental approach we consider SIPSA's information products (indicators, maps, documents) as subjective data and test with potential users their capacity to help them respond to development issues. We apply the Q-method to express a) the perceived value of information, its specificities and its possible contradictions, and b) a typology of users, showing their similarities and their differences in their use of information. The analysis of the results provides operational cues for the conception and implementation of the IS: the methodology is helpful for supporting a reflexive workflow on the usefulness of indicators, the SI's usability, the targeting and capacity building of users, and provides objective inputs to define a minimum set of data and information products.
