The WTO and the EU: Leadership versus Power in International Image

Abstract : This EuroBroadMap working paper focuses on how the European Union (EU) is perceived in the World Trade Organization (WTO) negotiating system. Based on relevant academic literature, this paper examines the 'actorness' of the EU via two negotiation cases: one related to the 'Banana war', the other one related to MGO. It appears that the EU economic power is barely translated into leadership.
