À la recherche d'un Internet arabe : démocratisation numérique ou démocratisation du numérique ?

Abstract : Even if the Arab States have entered in the "information society", it remains obviously premature, and even simply unreasonable to expect a "democratization" of the region by digital technology. However, the democratization of access to the Internet in the Arab world has developed social phenomena, and even "societal" that it would be quite impossible to interpret at this stage. One can not but recall the need for historical reading in order to replace the current developments in their proper perspective: that of the complex interactions between technological change and policies that generate, since nearly two centuries, the forms of representation, in the imagination and the political reality, of Arab societies.
