The paper applies the same methods as in other reports (i.e. inventory approach, tariff equivalent, TRI, etc.). The only tables reported are NTB coverage for selected countries and some frequency statistics of NTBs. The paper comes up with the same conclusion, the existing collection on NTBs, while better than nothing, 1997.
