Governar as metrópoles : questões, desafios e limitações para a constituição de novos territórios políticos

In this paper, we address the difficulties involving the constitution of metropolises as political territories. In fact, while the metropolises are increasingly emerging as the spaces where the interests and challenges of current capitalist societies are presented, it takes a long time for them to be constituted as real political places. Based on a comparative analysis, mostly European, but not exclusively, the author shows where and why major metropolitan protagonists – the State, local governments and civil society (populations and economic forces) - have developed behaviors and policies in which the metropolises do not occupy the place given to them by the scientific literature on the issue and the rhetoric of many actors.
Neste artigo, aborda-se a questão das dificuldades da constituição das metrópoles em territórios políticos. De fato, enquanto as metrópoles surgem cada vez mais como os espaços onde se apresentam os interesses e os desafios das sociedades capitalistas atuais,elas custam a se constituir em verdadeiros lugares políticos. A partir de uma análise comparativa, principalmente europeia, mas não exclusivamente, o autor mostra em que e por que os principais protagonistas metropolitanos – o Estado, as coletividades locais e a sociedade civil (as populações e as forças econômicas) – desenvolveram comportamentos e políticas em que as metrópoles não ocupam o lugar que lhes é dado pela literatura científica sobre a questão e pela retórica de inúmeros atores.
