Prolongements du métropolitain et occupation du sol en banlieue parisienne

Since 1970, and in a virtually continuous manner, extensions to the Paris underground system have been weaving their way into the suburbs. Given that, for the past forty years, the idea of preferential densification around transport infrastructures has been a recurring theme in successive Regional Master Plans, and that this principle was adopted again in the 2007 version of the SDRIF, it seems reasonable to wonder whether these documents had any effect. By using the Mode Occupation of Sol (MOS, IAURIF) database, this article questions the evolution of land-use around twenty-eight stations built since the 1970s. By observing the occupation gradient for different types of uses (residential, economic and vacant areas) and the changes over twenty years (1982-2003), it shows both the sustainability of built structures and the trend, albeit weak, towards differential land-use intensification around the underground stations. In view of the relative weakness of these developments, and the bona fide potential for renewal of land-use, we are led to ask whether the enforceability of urban transport infrastructure acts as a catalyst for urbanization.
Le métro parisien tisse depuis 1970 ses prolongements vers la banlieue de manière quasiment continue. Alors que, depuis quarante ans, l'idée d'une densification préférentielle autour des infrastructures de transport s'invite de manière récurrente dans les schémas directeurs successifs, et alors que le principe en est une nouvelle fois adopté dans la version 2007 du SDRIF, il est permis de se demander si ces injonctions ont été suivies d'effets. À partir de l'exploitation de la base de données du Mode d'Occupation du Sol (MOS, IAURIF), cet article interroge l'évolution de l'occupation du sol autour des vingt-huit stations construites depuis les années soixante-dix. À travers l'observation des gradients d'occupation de différents types d'usages (surfaces résidentielles, économiques et vacantes) et de leur évolution sur vingt ans (1982-2003), il montre à la fois la pérennité des structures bâties et les tendances, très faibles, à une intensification différentielle des usages aux alentours des stations de métro. Mais devant la relative faiblesse de ces évolutions et l'existence pourtant réelle d'un potentiel de renouvellement des usages, nous sommes conduit à poser la question de l'opposabilité aux tiers de l'infrastructure de transport urbain comme levier d'action en matière d'urbanisation.
