Structuration intercommunale et rôle des politiques de transports publics dans le Valenciennois

Abstract : This paper applies a historical approach in order to describe the interactions between the setting up of cooperation between municipalities and the dynamic of public transport in the arrondissement of Valenciennes. On the eve of the passing of the Regional Administration of the Republic Act (the ATR act (1992)) the zone within which public transport was managed, which was almost the same as the arrondissement, also served as a functional reference for planning and development projects. The high degree of municipal fragmentation that resulted from the creation of a large number of communities of communes (1992-1993) played a role in maintaining the isolation of public transport and created an additional difficulty for the development of a tramway project for the conurbation. The last part of the paper illustrates the controversial effects of the strengthening of political leadership roles in an attempt to achieve the spatial and intersectoral coherence advocated by the Chevènement act.
