Les efforts de constitution d'une science de gouvernement municipal : la vie communale et départementale (1923-1940)

Abstract : This article stresses the pertinence of a study on a journal directly aiming at educating city officials and which was essentially spread in the town halls. The journal is treated as one of the mechanisms of government that embodies a certain representation of the municipal organisation which participates in its concrete functioning. La vie communale et départementale, a daily tool for the city officials (elected people like civil servants), rather than a scientific journal is a kind of intermediary institution between the political and administrative world - the world of practicians - and the world of knowledge - University. The study of the two hundred issues published from 1923 to 1940 leads to make a reforming cause visible : a cause challenging the vision of the state carried by hegemonic public law considered as the State Science. Besides, the purpose was to bypass this public law by shaping some new tools of municipal management, by spreading some new savoir-faire. It is a way to transform a political and administrative organisation, to enable a Republic fitting with city government.
