L'UNRWA et les réfugiés palestiniens: Enjeux humanitaires, intérêts nationaux.

Abstract : This article shows how UNRWA's assistance has come to exceed the traditional scope of a humanitarian mandate. From the outset, two key factors have effectively helped root UNRWA within the Palestinian nation building process. The first concerns the organic link existing between UNRWA and resolution 194 (III) that guarantees the principle of the refugees' right to return or/and to compensation; the second pertains to the Agency's involvement in the establishment of a Palestinian state entity. The article also highlights the various stakes pertaining to UNRWA's future, especially within the context of the peace process. To a great extent, these stakes are closely intertwined with those related to the future of the Palestinian people and that of the Near East at large. Hence, the article advocates the establishment by the Palestinian leadership and the other Arab host authorities of an "UNRWA policy" likely to meet their national interests.
