If you cant beat them join them

Abstract : One way to overcome the problem induced by the growing complexity of the environment which international organizations are faced with is not just ad hoc collaboration or routine coordination but rather inter-organizational cooperation thereby gaining greater autonomy from the states and substituting some loss in their individual autonomy with greater independence and collective leverage. The paper analyses in greater detail the various adaptation strategies IGOs have chosen. As it turns out power, expertise and legitimacy seem to determine simultaneously the choice to either cooperate or not.
