The 'sensitive perimeter' of the prison: a key to understanding the durability of the penal institution

Résumé

Some relations which exist between a prison and its neighbourhood are often seen to be kept out of sight, under the seal of secrecy and confidential.
The 'sensitive perimeter' is studied in five different ways: 1/ Prison and voluntary activity, 2/ Prison and the local business, 3/ Prison and the local councils, 4/ Impact of the prison on local property values, 5/ The discourses of the authorities concerning prison(s).
In all of these, we can see that the 'sensitive perimeter' contributes of the success and the durability of the prison.
Certaines relations qui se développent entre une prison et son environnement doivent demeurer éloignées des regards ou sous le sceau du secret. Le "périmètre sensible" qui entoure les prisons est étudié ici à travers cinq aspects: 1/ le bénévolat envers les détenus, 2/ la prison et le commerce local, 3/ la prison et le conseil municipal, 4/ l'impact de la prison sur la valeur des patrimoines fonciers, 5/ la prison dans les discours des autorités.
L'analyse de chacun de ces aspects montre que le "périmètre sensible" contribue au succès et à la pérennisation de l'institution carcérale.
