A quoi sert la planification urbaine ? : Regards croisés sur la planification urbanisme-transport à Strasbourg et à Genève

Abstract : Over the last two decades, urban planning has been relaunched in several european countries. Beyond common tendencies underlining the reform of planning procedures (generalization of sustainable development, reorganization of local government), large differencies appear in practice, depending on political cultures, planning traditions and local contexts. Based on the case-studies of Strasbourg (France) and Geneva (Switzerland), this article discusses the role of urban planning and its evolution during the last fourty decades. It focuses on the coordination between transport and urbanism policies, which is set out as a condition of success of urban sustainable development strategies.
What are urban plans used for ? Guiding local policies or building urban areas' governance ? Both of the two study-cases show that planning procedures take an integral part in the policy-making process. They are not elaborated outside nor apart from the policies they are supposed to guide. Comparative analysis reveals important contrasts in the institutional factors and interests that govern local changes in the ways of coordinate transport and urbanism. However, ideas underlining those questions are mostly similar in the two urban areas, ensuing from the influence of widely spread doctrines. Torn between the renewal of public policy goals and the outcome of new territories, the reform of urban planning brings contradictions. Alternatively limitated to the definition of norms or to the legitimation of local policies, sustainable development, especially, fails at becoming a real political problem.
