S'opposer aux États-Unis au Conseil de sécurité : l'argumentation contre la puissance dans les négociations multilatérales

Abstract : This article depicts the stakes involved in the informal debates which took place in the Security Council before the resolution 1422 on the International Criminal Court was adopted. Based on an analysis of the argumentation the French delegation then elaborated, the paper questions the relationship between arguing and power during a multilateral negotiation. It emphasizes that arguing can pave the way for communicative rationality (Habermas), by containing the use of power among negotiators.
