Abstract : The Law Banning Islamic Heardscarves at School: A Political Enterprise
How did the collective passion surrounding the wearing of Islamic scarves at school arise in France in 2003, and how did a ban come to be seen as the solution, carved into law? Various studies have put forth that the media, notably magazines, played a crucial role in this event. But a more comprehensive examination shows that they did not control the whole affair. Using a political enterprise frame of analysis, the episode reveals a rather classical structure, except that the stakes were largely symbolic, and that, of the various operators who have managed to coordinate in these circumstances, the first appears to have been the President of the Republic.
