Le transport routier de marchandises en Allemagne et aux Pays-Bas : enseignements et recommandations pour les transporteurs français

Road transport of goods in Germany in the Netherlands: Lessons and recommendations for French Carriers. – French international goods transport has been suffering a loss of influence in Europe in recent years, while traffics have progressed and great manoeuvres have been under way since the enlargement of the European Union to the East. Some of our carriers have thus fallen back on the French market revealing a worrying loss in competitiveness. On the other hand the Dutch and German flags are flying ever higher on the French market and have reorganised themselves in Europe in the face of this new East European order: following up on clients in their relocation to the East, networking, hyper-productivity, segmenting of markets between top-of-the-range transport in the West, niche markets and “low cost” segment in East Germany or in Poland, increasing reliance on a large port (Rotterdam)... What lessons can be drawn from the German and Dutch experiences for an international revival of the French flag? Based on a fine comparison of the driving costs and of the structure of goods markets of our neighbours, our contribution, synthesis of two recent studies supervised by the Comité National Routier, will suggest establishing closer connections with German or Dutch.

Le transport routier international français de marchandises connaît ces dernières années une perte d'influence en Europe alors que les trafics ont progressé et que de grandes manœuvres sont en cours depuis l'élargissement de l'Union Européenne à l'Est. Certains de nos transporteurs se sont ainsi repliés sur le marché hexagonal révélant une perte de compétitivité inquiétante. À l'inverse les pavillons néerlandais et allemand ont progressé sur le marché français et se sont réorganisés en Europe face à cette nouvelle donne est-européenne : suivi des clients dans leur délocalisation à l'Est, mise en réseau, hyper-productivité, segmentation des marchés entre transport haut de gamme à l'Ouest, marché de niches et segment «low cost» en Allemagne de l'Est ou en Pologne, adossement de plus en plus intensif à un grand port (Rotterdam),... Quels enseignements peut-on tirer des expériences allemandes et néerlandaises pour un renouveau à l'international du pavillon français ? Sur la base d'une comparaison fine des coûts de conduite et de la structure des marchés TRM de nos voisins, notre contribution, synthèse de deux études récentes pilotées par le Comité National Routier, proposera un rapprochement avec des entreprises allemandes ou néerlandaises afin de proposer un modèle gagnant-gagnant d'échanges de compétences: Afrique du Nord (Maroc) et Sud de l'Europe/Stockage/logistique pour les partenaires français et modèle économique et ouverture à l'Est pour les partenaires allemands ou néerlandais. Une proposition intéressante vise à se rapprocher des opérateurs marocains afin de rééquilibrer le marché TRM en Europe entre une Centre-Est dominant et un Centre-Méditerranée en développement.
