Régionalisation et décentralisation dans l'Aragon postfranquiste

Abstract : In the effervescence of the return to democracy and by its desire to position itself politically the Aragon has formed itself into an autonomous community since 1982. The identity factor had then become a political stake within an including state which implied a kind of regionalization tending towards federalism. The Aragonese community in its search of full autonomy had however to face the official diktat and an attribution of powers considered to be insufficient and unjust, whereas the problem of its fiscal autonomy was arising. The European funds have intended to reduce the regional imbalances made it possible to equip the Aragon with modern infrastructures, but to the detriment of its autonomy. The creation of local district authorities (comarcas) within the autonomous community of Aragon also lies within the framework of a European policy aiming at ensuring a territorial, economic and social cohesion. It however tends to bring closer the governing body to the persons under its administration and constitutes the ultimate stage of the decentralizing process.
