From freedom to a public ascendancy

This paper looks at how the french system political parties has been built progressively and examines the rules of that system. The French system party is founded on the freedom of creation but is, at the present time and essentially since twenty years, under rules about financing with an important public financing and a public control to regulate the financial transparency of political life, limit the political propaganda and the expenses of political campaigns.
