La transformation des normes de participation et de durabilité en valeurs ? Réflexions pour la théorie des régimes

Abstract : While regimes theory has analysed relatively well the process by which noms propagate, most fail at explaining why and how exactly an imposed norm or policy may become a value or a truth to international relations actors. The arguments is that the legitimation process is at the basis of a regime's emergence, persistence and demise. This article proposes a Foucaldian version of regime theory, close to constructivism, as a potentially fruitful way of empirically getting at these questions. Some preliminary results of two researches now underway are presented, one on the dissermination of participation and sustainability normes indams, the other on public participation in environnemnatal public policy in France since the 1970s. The results of a third research, undertaken in Ghana in 1999 are also presented.
