La genèse de la coopération franco-allemande au début des années 1960 : l'apport de l'analyse des politiques publiques

Abstract : The paper deals with the bringing-in of policy analysis to the understanding of the genesis of the Franco-German cooperation in the early 1960's. Until now, this episode mostly interested some historians who adopted the popular mythical narrative of the personal friendship between de Gaulle and Adenauer. This focus was partly meant to bring some romanticism to an analysis which was for the rest mostly attentive to realistic considerations. In this context, the added value of policy analysis lies partly in the widening of the explanative variables but most of all in the identification of the networks that supported this policy.
