Ethnicité et délinquance des jeunes en France : Une question politique à la lumière des résultats d'un enquêt auto-déclarée (Ethnicity and delinquency in France : a political issue discussed after the results of self reported delinquency survey)

Abstract : As the political debate is focused on street crime and the contribution of young people with foreign origins, France lacks the basic data to discuss this question. A representative self reported delinquency survey conducted in 1999 among 13-19 years old (from 30 municipalities belonging to 2 large metropolitan areas) has been caried out. It displays that 68% of minor crimes are committed by young people with one or two parents born in France and 32% by those with 2 parents born out of France. The figures become respectively 54 and 46% for serious acts of delinquency (with 30% for the young people with Northern African origins). The young people with foreign origins are not suffering racial profiling if the number of crime is taken into account. The factors that predict "over delinquency" are : socioeconomic status, school failure, parental monitoring and a negative perception of the police. The number of sibling is not at stake, but the number of peers in contact with the police is a significative factor.
