Production des politiques publiques et mobilisation électorale. : Pour une sociologie politique des politiques publiques
mises en œuvre à Strasbourg (1989-2001)

Abstract : The study of two restructurations of town hall administration in Strasbourg shows that their implementation is not the consequence of political concern for better local management, but is the result of the constraints of the political game. To overcome the electoral hurdles of a political landscape perceived as unfavourable, the municipality has promoted public policies and a discourse that would place them in a “modern” and “apolitical” light. The transformation of local public policies, whether or not they are “politicized”, may be analyzed as the result of the day-to-day work of political agents who aim to optimize their public image and their chances of reelection.
