Ente salariat, travail et besoin, les fondements ambigus de la protection sociale au tournant des années quarante

Abstract : The aim of this article is to analyse the interactions between work, salaries and social protection, from the declaration of war to the creation to the "social security". In other terms, the aim is to examine what such protection referred to : was it to work, to salaries or to some other concepts (the garantuee given to everybody to face up to both the charges and the risks of existence) and to see how these foundations and thus the very nature of social protection were able to develop during the Second World War.
The development of social insurance and family allowances during the war, which alone are studied here, shows up a double discrepancy. The first opposes a logic of extending social protection, which respects the major principles of the earlier system, to certain selectives practices which favour some categories to the detriment of others. To this first discrepancy is added an absence of real choice between an insurance-based system and assistance leading to some hybrid financing of the services offered - and heralding the later trends of the next half century.
