French hip-hop culture is deep-rooted in urban social problems ; still, public actions have promoted
it in enhancing, for example, the coming out of success models. Public authorities have
been trying their best to respond to the artists'expectations through favouring social mix in
public and cultural places, and through greeting the expertise of some hip-hop artists. However,
even if public authorities may be blamed for their instrumental posture, the artists'aspirations
are quite conflicting : they anticipate being accredited by the cultural policies which they
benefit from while still maintaining links with their original audience.

Ancrée dans les problèmes sociaux urbains, la culture hip-hop est en France l'objet d'une action publique qui consiste à faire émerger des modèles de réussite. Les autorités politiques tentent de répondre aux demandes que formulent les acteurs de cette culture : elles favorisent la mixité sociale des espaces publics et des lieux culturels, et elles reconnaissent comme experts une partie de ces acteurs. Mais si les pouvoirs publics ne sont pas exempts de toute tentative d'instrumentalisation, les ressortissants de cette politique ont eux-mêmes des attentes contradictoires : ils veulent être reconnus par les politiques culturelles sans se couper de leur public initial, et beaucoup critiquent une institutionnalisation dont ils sont pourtant partie prenante.
