A Renewed Government of Recreational and Nocturnal Customs in City Centers: The Example of Rennes

De la discipline au travail électoral ? Gouverner l’espace-temps récréatif nocturne à Rennes

Since the first confrontation between “night owls” and police forces in 2004, recreational and nocturnal customs in Rennes’ city-center came to be governed by both the prefecture and the city council through rules and disciplinary measures. Parallel to this disciplinary form of government, another one, based on security dispositifs, has also emerged. The latter was initiated by the city council but delegated to a variety of auxiliaries, ranging from medical and social workers to cultural agents and shopkeepers as well as young volunteers. Security dispositifs are based on the “sanitization” and cultural competitiveness of customs in designated recreational spaces. If the effectiveness of such dispositifs or devices is dependent on the willingness of night owls to abide voluntarily, in comparison to discipline and rules, they tend to be characterized by a much higher degree of social acceptability. The City is able to guarantee its position as a governmental authority through this second form of government.

Depuis 2004 et les premiers affrontements violents entre sortants et forces de l’ordre pour l’appropriation de l’espace public hypercentral nocturne, Rennes se caractérise par un gouvernement des pratiques récréatives dans l’hypercentre nocturne sous des motifs policiers et réglementaires, à la fois par la Préfecture et la Ville. À ce gouvernement disciplinaire s’est progressivement accolé – mais non substitué – un second, constitué de différents « dispositifs de sécurité ». Ces derniers ont été initiés par la municipalité et mis en pratique grâce au relai de nombreux auxiliaires, qu’ils soient médico-sociaux, socioculturels, commerciaux ou bénévoles juvéniles. Ces dispositifs reposent sur la « sanitarisation » et la concurrence culturelle des espaces récréatifs institués. Si leur action se limite aux sortants y participant volontairement, ces dispositifs ont un potentiel d’acceptabilité sociale bien supérieur aux dispositifs disciplinaires et permettent dès lors à l’institution municipale de réassurer sa position gouvernementale.
