Citoyenneté et appartenance territoriale des expatriés français

Is the expatriation of French citizens a challenge for France? In the context of globalization, does the international French presence that are French citizens abroad represent an asset for France? On the contrary, in a context of financial crisis, does migration represent a risk? These questions commonly raised in the public debate were the starting point of this work. Identifying the concepts of citizenship and territorial belonging as crucial in the geographical understanding of this phenomenon, this first investigation is based on electoral data recorded from the consular offices upon French presidential elections since 1995. These data will provide a statistical perspective about the issue of citizen mobilisation of French expatriates and will open the debate on the concept of territorial belonging in the context of globalization.

L’expatriation des citoyens français est-elle un enjeu pour la France ? Dans la mondialisation, la présence française internationale que représentent les Français de l’étranger est-elle un atout pour la France ? Au contraire, dans un contexte de crise financière, l’émigration représente-t-elle un risque ? Ces questionnements couramment soulevés dans le débat public ont constitué le point de départ de cette réflexion. Identifiant les concepts de citoyenneté et d’appartenance territoriale comme cruciaux dans l’appréhension géographique de ce phénomène, cette première investigation s’appuie sur les données électorales enregistrées auprès des bureaux de vote consulaires à l’occasion des élections présidentielles françaises depuis 1995. Ces données offriront un éclairage statistique sur la question de la mobilisation citoyenne des expatriés français et permettront d’ouvrir la réflexion sur l’appartenance territoriale dans la mondialisation.
