Taxes and maritime activity in eighteenth-century French ports

The whole of eighteenth-century maritime activity was affected by duties of either seigniorial or royal origin, alongside those raised by the customs of the "Ferme générale." These maritime taxes, such as pass, anchoring place, lastage and unballasting, light house and sea-marks, etc., were collected for the King, the Admiral, Admiralty officers, boroughs and ancient seaside lords of the manor. The present paper addresses the momentous enquiry that was carried out between 1782 and 1785 in the French admiralties of the Ponant and Levant. Its conclusions were incorporated into the edict of June 1787, the aim of which was to eradicate all obstacles to commerce, fishing and navigation on French coasts
