The notion of territorial intelligence has known much development lately (Bertacchini, 2007; Dumas, 2003; Girardot, 2005; Girardot, 2007; Herbeaux, 2007; Pascaru, 2006). In this study we have shown a few operationalisation attempts of some principles this notion is associated to: the partnership principle, the project development principle and the fundamental principle of participation.
