This article presents a brief summary of what is meant by Governance and Territorial Intelligence and present a few reports of experiments carried out by a provision of technical assistance and rural extension - EMATER/RS-ASCAR-which became the official representative of natural rural extension service of the State of Rio Grande do Sul and has worked on a daily basis to meet the needs of rural households, in line with the model set by the State. Through the analysis of these experiences is sought to highlight the importance of Governance and Territorial intelligence in local development, in the wake of citizenship and the possibility of producing a new paradigm for sustainable development.
