L'État syrien de Bachar al -Assad à l'épreuve des ONG

Anglais: In a particular context of economic liberalization, social state reform in Syria takes gradually the path of a partial “discharge”. This article seeks to bring to light the way on which this process – basically justified by shrinking state resources – results in a situation where public forces turn, more and more, to non state actors (private sector and associative sector). The process of redefinition of the state action – based on “partnership” and “responsibility” principles – leads to the revival of a selected, promoted and controlled “civil society”. The new situation of interaction and negotiation between Syrian authorities and non governmental organisations has a double impact on the associative field: on the one hand the growth of associations authorized by the Ministry of Social Affaires and Labour, on the other hand the renewal of the associative actors and their projects. In this framework, Syrian charities – which are deeply rooted, community-based and whose number is growing – remain the central stone of the new associative building. ************************************************ Arabe: في سياق تحرير الاقتصادي، ينحو إصلاح الحكومة الاجتماعية تدريجياً في سورية منحى "الإفراغ" الجزئي. تحاول هذه المقالة إبراز الطريقة التي تترجم بها هذه العملية - المبرَّرة أساساً بشحّ المصادر الرسمية - عملياً بلجوء السلطات المتنامي إلى الفاعلين غير الحكوميين (القطاع الخاص والقطاع المشترك). إن عملية إعادة تعريف العمل الحكومي - المؤسَس على "الشراكة" و"المسؤولية" - قد ولّد إعادة إحياء "المجتمع المدني" المنتقى والمرقّى والمراقب. ويؤثّر الوضع الفريد للتفاعل والتفاوض بين السلطات السورية والمنظمات غير الحكومية تأثيراً مزدوجاً على الحقل التعاوني: فمن جهة تضاعف عدد الجمعيات التي حصلت على ترخيص من وزارة الشؤون الاجتماعية والعمل، ومن جهة أخرى تم تجديد الفاعلين والمشاريع المطروحة. وفي هذا الإطار تشكل الجمعيات الخيرية - القديمة العهد والمتزايدة والفاعلة طائفياً - حجر المحك للبناء التعاوني الجديد.
Dans un contexte de libéralisation économique, la réforme de l'État social prend progressivement en Syrie la voie d'une « décharge » partielle. Cet article cherche à mettre en évidence la manière dont ce processus – fondamentalement justifié par le tarissement des ressources publiques – se traduit dans la pratique par un recours grandissant des autorités aux acteurs non étatiques (le secteur privé et le secteur associatif). Le processus de redéfinition de l'action publique – basé sur le « partenariat » et la « responsabilité » – a comme effet la revitalisation d'une « société civile » sélectionnée, promue et contrôlée. La situation inédite d'interaction et de négociation entre les autorités syriennes et les organisations non gouvernementales a un double impact sur le champ associatif : d'une part la multiplication du nombre d'associations autorisées par le Ministère des Affaires Sociales et du Travail, et d'autre part le renouvellement des acteurs et des projets mis en œuvre. Dans ce cadre, les associations caritatives – bien ancrées, de plus en plus nombreuses, et avec un fonctionnement communautaire – constituent la pierre de touche du nouvel édifice associatif.
