The narrow link between performance criteria and norms is considered to be central for the activities of the humanitarian organizations. The issue discussed in greater detail is whether the increasing professionnalization (intended to improve the performance) tends to push more and more the normative dimension in the background. This phenomenon refers back to what March and Olson have identified as the competency gap.
