Nantes : le « Nouveau Malakoff » à l'école du développement durable

This article proposes an analysis of the socio-urban project " New Malakoff " by creating at first actors' game which organizes it: the creation of a public local mission, the new distribution of the social "heritage" between landlords (sells to private social operators) and the PPP leading by a semi-private structure of urban planning. It also evokes the progressive rise of the concern of the sustainable development, at first through the eco-rehabilitation of three towers, then by the construction of an eco-approach of urban renovation of the whole sector, then the beginning of a reflection for the future of the "Little Amazonie", first natural sector located in a french urban area (Natura 2000).

Cet article propose une analyse du GPV « Nouveau Malakoff » en faisant d'abord apparaître le jeu d'acteurs qui l'organise : création d'une mission GPV à la communauté urbaine, nouvelle répartition du patrimoine entre bailleurs, et un système de concessions d'aménagement à une SEM. Il évoque également la montée progressive de la préoccupation du développement durable, d'abord à travers l'éco-réhabilitation de trois tours, puis par la construction d'une approche environnementale sur la partie ZAC Pré Gauchet, enfin par la mise en protection et valorisation du site de la Petite Amazonie, première zone naturelle urbaine en France à être inscrite dans un périmètre Natura 2000.
