Le financement des logements sociaux en RFA 1949-1975. Origines et paradoxes d'un engagement limité de l'Etat fédéral.
Résumé
Social housing in the FRG was primarily defined by the injection of public funds into the private sector. Built on the model of the Weimar Republic, the political compromise of 1950 resulted in a financial approach compensated by a reinforced protection of tenants. Designed as a temporary support to a weakened private sector, the policy contributed to the spectacular growth in housing construction which facilitated the progressive liberalization of the market. However, this progressive liberalization generated unintended effects and had long lasting consequences for German society and urban spaces.
Le logement social en RFA s'est défini à partir de la loi de 1950 par l'apport de fonds publics pour relancer le secteur privé, renouant ainsi avec les dispositifs hérités de la République de Weimar. Fruit d'un compromis politique, l'approche financière, pensée comme un palliatif temporaire aux défaillances du marché, couplée à une protection renforcée des locataires, a contribué à la relance spectaculaire de la construction. La reprise économique a justifié une libéralisation précoce, mais progressive, du marché du logement, libéralisation qui a néanmoins généré un ensemble d'effets pervers ayant durablement marqué la société allemande et ses espaces urbains.
